CLARKSVILLE, Mo. (AP) -  Missouri Gov. Jay Nixon is voicing concern about a plan to raise some of the levees along the Mississippi River.
The U.S. Army Corps of Engineers has proposed to strengthen all but about 20 of the 140 levees along the upper Mississippi River in Iowa, Illinois and Missouri.

Most of the levees left unimproved would be in Missouri’s Pike, Lincoln and St. Charles counties.

Nixon planned a news conference Tuesday afternoon in the river town of Clarksville to outline his thoughts about the proposal, known as Plan H.
